There is an IRS or "tax scam" being  practiced by scammers on both Canadian and USA residents.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.

We got the same call @8:23 this morning. Some Iraq  sounding guy, telling me and my husband that our taxes for 2008 and 2009 were not done right and we owed money and wanted our tax I D number. So we asked him for our case number. At that point he turned us over to his supervisor. This guy was very rude telling us that he was calling the police to come and pick us up. And he told my husband that he would be looseing his job and will be locked up in no time. All that for my husband wanting to know our case number. These people are definitely stupid if they think their getting one dime of our money.  We work to hard to get what we have, and I be dammed if you think I,am just going to give it to you. It takes a very low down dirty person with no morales to be doing this in the first place. Get a life, get a real job, go to church and prey. You sure need to. You should be ashamed of yourself if this is the only way you can make money, by STEALING it from those of us that do it the right way. Like I have always said what goes around comes around. And I pray that I see or hear that it has happened to all of you one day. Yes it's harder to do the right thing, but in the end you will fill much better about yourself. How do you feel at the end of day about yourself now? Pretty crappy I bet. And really crappy if you have kids. What kind of example are you setting for them?

I got a threatening phone call from the 415-506-2403 and a young sounding woman asked for my name and told me she was from the IRS and I owed back taxes.  When I asked her how much did I owe, she got agitated.  I asked for a supervisor and when he got on the line, I asked how much did I owe and he said for 2011 and 2012, I owed $7999.99.  I asked him ti separate them into years the amount I owe and he got agitated and said he did not have time to discuss such things and told me that all of my assets and Driver's License would be suspended for 5 years and the police would be at my door in 30 minutes to arrest me and I could ask them how much I owed.  Then he hung up on me.  I called the number back after I googled it and I found out it was a scam so I called him back and told never to call my telephone number again with a little more colorful words.

There are many scammers in the 415 area code.  Not all scammers use the 415 area code, of course, and many, many legitimate businesses use the 415 area code.  However, this particular number is a number assigned by the YMAX Corporation, which is a fully-owned subsidiary of either magicJack or the company that owns magicJack.

MagicJacks can easily be purchased in India, for example, for a relatively small amount (usually $100 or less per unit) and then used anywhere in the world there is Internet service to call back into the US for free and to receive calls from the US for free.  Most magicJacks are sold as part of an offer that includes 3 months, 6 months, or a full year of free phone service.  I believe you can choose a number anywhere in the US that YMAX has numbers, including the 415 area code.  That's the number you will see on the caller ID when you are called by someone using a magicJack to call you, and the number your phone has to dial to call them.

If you go past the free phone number offer period, you then have to pay to keep your service, which may mean identifying yourself using a credit card.  Rather than do that, most scammers simply use part of the money they extort from people and buy a new magicJack.

Tracing a number to its source is quite difficult, because the magicJack connects your phone to the Internet and addresses all of its communication to magicJack servers.  Your phone company receives its data directly from magicJack's servers, not from the caller.  Thus, there is no traceable information you can receive on your phone or even over the Internet on a VoIP phone that identifies the source other than the caller ID you receive, and that's just an entry in the database of a switch somewhere.

There are more details involved than that, of course, but I think the summary above may help some individuals understand what is going on.  What may be of more use is the following (probably complete) list of assignable magicJack numbers in the 415 area code.  This list excludes any numbers that may have been ported into or out of the YMAX service:

To use this list, the NPA-NXX combination in the table is the area code and exchange (i.e., the first six digits) of the telephone number.  The "Block" is the seventh digit, as blocks are assigned in groups of 1000 phone numbers.  (You can safely ignore the entry with block "A" as that has another meaning no necessarily relevant here.)

The upshot is that if you receive a call from a number that would be in any block listed here, the caller says he is from the IRS and has a south Asian accent, unless the IRS he is referring to is the Indian Revenue Service, you've picked up a call from a foreign extortionist.

This number 415 506 2403 called me explaining they were from the IRS saying I owed back taxes and that if I had a lawyer. I followed with a yes and she said that they couldn't help. She then explained that my back taxes were from 2012 & 2013 which I was then told I would "have documentation in 45 minutes"..I then called back to another man who answered angrily...mind you that both callers were Indian and the number is listed in several fraud calls here. DO NOT PAY THEM ANYTHING!! I want to file a complaint bc my numbers are on the do not call list..
