Robo Rachel from card services continues to call. Every call says " this is your last call", but that's a lie since they call several times a week. Pressing 3 to have number removed does not work. I am beginning to think that is the ploy to verify that they have called a good number. When I press 1 to get a representative and ask that my number be removed they hang up every time. Today they called twice with the second call being 3 minutes from the first call. What happened to the "do not call list"?

I now have a call blocking device and now block them as they come in. Only problem is, they keep spoofing new numbers.
I have received this unsolicited call as well numerous times. Apparently option #3 (dont call anymore) does not work. I am also on the do not call list and have filed a complaint with the FTC.
You are right about that. They are scam artists who are trying to get you to give them your personal information. Hang up. Better yet, do not answer in the first place. Add them to your phone's address book under SCAM. Report them immediately to www.donotcall.gov.
