They are a debt collector company. In accordance with the Fair Debt Collection Practice Act, they're not allowed to disclose why they are calling for a person. They could get into trouble and end up paying more than they are trying to collect. That's why they say this call is being recorded. They need proof that they did not violate the law in trying to collect a debt. If you don't want them to call your number, you should just tell them to remove your name from their list because that person does not live there. They should comply and if they continue to try to collect by calling your number, they are breaking the law and could be held accountable for that as well.
