my answering always picks up only if I don't pick up and I see the number on my TV so when the 458-201-1747 from Eugene OR called a few times, I would like to punch these people that do this

This is another CallerID4U Landline scam. CallerID4U Is a telecom that hosts scammers in the Pacific Northwest in revenue sharing agreements.
Google it.
In the mean time it's in your best interest to just ignore callers you don't know. If you do answer you've given away your number is valid, they know the time of day you can be reached. They know your sex and approximate age and all you've said up to this point is Hello. If you answer any questions they add it to their database of know information about you.
