This scammer calls mobile phone numbers without pre-existing permission from the recipient in violation of the Telephone Consumer Protection Act. They further violate the TCPA by failing to have an operator on the line when the call is answered, and still further by playing a recorded message without an operator on the line. They fail to provide a phone number and address when asked, yet further violating the TCPA. Their recording states that the victim has been selected to have their student loans reduced by 50% and the remainder reduced to a 0% interest rate. This is clearly a scam as the phone number they called has never been associated with a student loan, and the victim has no student loans. Do not provide this scammer with any financial information.

keeps calling every 30 minutes or so but doesn't leave a message. I get spam calls at a minimum of 2/3 times of day. What happen to the government cell phone do not call list?! These darn robo calling are getting out of control.
all robocalls to wireless #s have been against fcc rules for decades*---that may change, however, as certain congresspersons have floated allowing student loan debt collectors to robodial wireless #'s (the real motivation,of course,is to open up cells to political fundraising)
