How do we stp this this person is everywhere doing this

I was just told by my phone provider that after three call the police will step in call your provider they will make a record of the calls and file the report

Calls several times a week. Leaves no message on cell and if you pick up the call the caller hangs up.

I got a few calls from this phone number too. They will not answer when I pick up my cell phone, nore will they leave me a message either. I looked up the number and it says it's in Macon, Georgia.
My mother even answered it for me and said it was Joe Blow's phone number. And they called my cell number again. How stupid are they?
