Answered phone, no one responded. I said "hello" two more times and no one responded. The line was open.

Contacted the phone company and placed an annoyance report against this number.
person didn't say anything, even after repeatedly asking who was calling, line was still open so I know someone was still on the line. if it continues a trace will be put in place and charges will be filed.
The call was a pre-recorded message. The beginning was cut off because it started before my answering machine's beep, so it didn't get the company or caller's name (assuming that's what the message began with).
Message was something to the effect of:
"...make money with this incredible offer for Visa/MasterCard holders. Press 1 to find out how..."
