They will try and gather enough information to create an account. Many bank accounts have been drained by this establishment and many "Spoofed" phone numbers have been fraudulently used to aquire information.
This not only hurts people by the harrassment, but also hurts the establishment that the number belongs to.

Call came in at 10:37am on 12-Oct-2012. Caller ID just reads 5034571413. No msg left on ans machine. Redialed this number and a robo voice says that I have received a call from a comercial marketing organization, without identifying this "organization"; further, it said to press 1 at any time to be removed from their call list. After pressing 1 the message said to please allow 24 hours for our number to be removed.
Our number is already on the federal Do Not Call list.

The time is long past due for someone to file a class action law suit against the National Do Not Call Registry.
They are clearly not policing and enforcing their ostensible protections. And too many Americans are getting abusive, harassing and stalking calls from telemarketers; and even from fraudulent identity thieves.
