Calls every few months for a few days in a row, then nothing for a while

Very rare, a phone call from area code 504! This HAS to be local. Almost all the other area codes from spam/scam/phishing callers come from area codes that are anything but 504! Weird.

Claiming to be raising money for police officers in the Louisiana area.

This is a "MAGIC JACK' internet phone number they could be calling from anywhere the number cannot be traced different people receive all kinds of solicitationsnit is a phone room using magic jack to conceal their identity and location it is definitly a scam of some kind.
