not sure who is calling never leaves message and want this reported and stopped call several times a day

Calls several times a day. As it's a local number, I answered a couple times. There was never anyone there, but I could hear things in the background.

called from this number  when I tried to return the message I was told it was a disconnected #
called earlier today and I answered wanted to talk to the person that pays the electric bill   sounded like a crowded call center   I told them I did not take cold calls and hung up
