Missed call, called back and the phone rang until call ended.

Called two days ago at 3:55pm while I'm at work. The woman was actually very rude and impatient telling me it was to my benefit I get the electric bill. Said I'm all set and the person said, very rudely, that I need to get my bill. Said to call back in two days, they called at 3:49pm again.  Googled and this website came up. I will block now. Thanks!

Called me I answered and there was no one there so blocked now

Weirdly enough, although I have this number blocked, I received another call from it today. I don't know how they're getting around the block. Again, I didn't answer it.
