I got a call from this number and called them back.  The auto message said CE Group or something.  I spoke with a representative, and all he would say is that he's trying to call someone about a "personal business matter".  He then sited an old resident who apparently used to have my phone number.  He kept asking for my name.  Due to the lack of transparency on behalf of their organization I assumed the call to be a phishing scam.  They should at least state who they're looking for.

Our landline seems to be in some cycle.  about every 6 months a number (different number each phone call) from CBE calls for about 2 months then stops.

We suspect this is a debt collector trying to get a hold of GFs sister who most likely used GFs phone number at one time a while back.

They call at least 2 or 3 times a day so this must be some kind of robo-call system

Bunch of Crap!
I live in Europe but am an American and have an internet CA phone number.  These [***] keep calling at all hours in the middle of the night waking us up then hang up on us as soon as we say "hello" or if we don't answer they don't leave a message on our machine and just keep calling back every few minutes for about an hour or so.  We've had to turn the phone off so now we don't know when stateside family calls us.  I googled them, they are a collections company, http://www.cbegroup.com/ it's a joke on their webpage that they have "core values."  I have no debt, none, zero, nada, I pay my credit card balances as soon as I get the bills, paid cash for my car.  I pay my taxes on time too.  I owe no one!  They are just phishing and blackmailing people into paying them.  If you think you may owe someone money then get your credit report and see who has filed for debt collection.

I also had a call from this group, which apparently Verizon (evil doers) is using.  Verizon had sent me a mail coupon for a special, which I called and placed the order for.  A couple months later my bill increased from $132. a month to over $200.  They stated they made a mistake and could not offer me the deal I had ordered and they installed at.  Bait and switch anyone?
to make a really long story shorter, and at over 8 months of back and forth I had to cancel service, which by the way Verizon still billed me for several months after I called to cancel and equiptment was picked up by tech (I had them remove all hardware from my house).
Verizon states I owe over $800 for 8 months of service, good luck collecting on that one CBE...
This is a classic bait and switch program, which I found 10 others who are in the same situation, just within my small town.  I am guessing there are many more where they have used these tactics.  The story is they use an outside contractor to sell you a bill of goods, then they say the contractor made a mistake and cannot offer this for it is not in the System to enter.  another bogus lie and attempt to blow you off in hopes you buy the switched pricing program. I didn't and told them to byte me, for if they had an issue with my direct bill pay amount each month they could have shut off service, but instead they continued my service and played the game with customer service who stated each call they would take care of it and not to worry.  Time Warner as I found out does the same, beware...
