Calling to offer me lower interest rates on my credit cards. I asked which one. Man said, 'All of them'. Obvious criminals.

CREDIT CARD SCAMMERS:   Called using another number from NY.  516-321-1015.    Don't know you.   STOP CALLING.   ID.  showed TRIPLE V.

Scammers. DNCL isn't working.

The DNCL is working.  If you were not on the list, you would be receiving calls from legitimate telemarketers, as well as scammers.  Your callers are criminals, why would you expect criminals to obey the law?
