I got a call 7:30am this morning from a guy with heavy middle east accent claiming he was from IRS. He then explained that my taxes was under investigation claiming I owe money and to call Mark Victor of the investigation department from the IRS. Then he proceed to give me the number.

I new then it was scam.
Just for sake I called the number, but without entering the extension number, answering machine kicks in with Mark Victors voice claiming he was from IRS. But you can't leave messages because it was full.
I received a message left on the answering machine actually asking for the elderly living with us. He had as everyone has mentioned a thick accent which was hard to understand. He claimed that was a deficit and not to ignore the phone call. He asked for a return call from the elderly or from her attorney. He said his name was "Ryan Curse." We luckily don't handle our taxes, our accountant does. So our accountant discovered the number was a fraud. IRS don't call before sending written documentation first and something like a case number. Do not give him any information.
They are gangs of extortionists operating out of places in India and Pakistan. The US government has the technology and resources to pinpoint where these calls are coming from, but no action is being taken. It's time for Congress to do something about Indian and Pakistani extortion schemes.
