I re-dialed the 530 number just because I was curious (I realize that the IRS does not conduct business this way). I got the same guy - heavy Indian (?) accent - who left the message. He said a warrant was being issued for my arrest for under-reporting my income. I laughed and he said "the officers are on their way" then he hung up. Very bizarre. He said he worked for the Justice Department. I'm guessing that if I had shown any concern, he would have told me we could "settle up" by supplying a credit card number!!
There is a fairly common IRS or "tax scam" being practiced by scammers on both Canadian and USA residents.
USA tax payers should read this:
http://www.irs.gov/uac/Newsroom/IRS-Reiterate ... -Telephone-Scam
Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.
Educational post:
This scam is also described as scam #11, here:

Remember to return here, to 800notes.com, after you look at any of the information at that site, either to post more information, or to let us know you avoided the scam, or to read any further information about that number that others may post.
Indian man saying he was Steve Modern and this was a second attempt to contact me or face a grand jury due to something or other with the Dept of the Treasury... (no where was my name even used.... pretty much like the rest of the entries in this list. Wow, how dumb do they think we are? Thanks everyone for also posting so we can see we are not alone.
I just received the same call and Steve Modern told me that the police were on the way to get me!! He also said that I would be in jail for 3 years minimus. When my husband picked up the phone he yelled WHO THE HELL IS THIS? and hung up!!!
