Do what I do? Don't worry to much about the caller you can not stop it by yourself. If you truly want the calls to stop call your telephone service provider and constantly complaint to them. My service provider is really sick of me calling them every time I get one of these scam calls. Trust me the calls stop for a while but they do start back.
This Person, someone w/ a deep Indian accent, doesn't give up. Keeps changing the # he calls from and says, "You'll be arrested in a 4 hours by the IRS". A friend got the same call while he was out and the was the sound of sirens in the back ground. My friend was told it's the police going after him. None of us have been arrested by the imaginary IRS. Unfortunately no could reach him since the calls are from overseas.
They left me voice mails over a two month period, the first two in heavy Indian accents and the third one was automated saying the IRS was filing a lawsuit against me. Total BS
