caller left a message - I didn't pick-up the call... it was the typical, "lower your interest rate... press 1 to talk to an operator now" message... Hasn't everyone with a phone heard this silly thing 10 times! Why do they keep pushing this worn-out scam? I blocked the number.
I can just hear the shills laughing as they say, "Wouldn't you like to know!" Seriously, though, there is no telling. These people never live in this country and they certainly are not interested in abiding by any law. I'd like to know who owns it too, by the way. This number registers V09251812380017 on the CID which cross references well to 763-445-4993 which registers V09211107200017. They bear that similarity so I believe they're probably the same people (763-445-4993 is credit card scammers). Don't answer, do answer and pull a Plymouth J. Clifford or blow a whistle or ring a loud bell in their ear, say, "Just a moment," then either put them on indefinite hold or just lay the phone down until it starts beeping at you, or give it to a 3 year old. If you have that type of phone put the number in your address book as Scam so when/if they call again you can just not answer. Some people sink money into phone line traps and so on but I don't see it when you can just do some of those things for free!
If you answer they will never leave you alone and if you press whichever number to be "put on the do not call list" or register to be put on the National Do Not Call Registry (the closest thing we have to an executive order) it seems they just want to call more.

Answered - robo-call from "Carmen" again abt interest rates. Pressed "1", guy come on line, said "Card Member Services", asked to speak to a supervisor the guy put me on hold an line dropped in few seconds.
1st from this number, 6th from "PEOPLES ASSIST". Previous in-bound number used was 619-324-4656.
Telephone company shareholders are laughing all the way to the bank! It's easy money to them and the company is not likely to stop these telemarketing scams anytime soon without government legislation. Speaking of which, there must be a monetary advantage to the government and politicians also for allowing these scams to continue!
