Claimed to be a survey from BBC Research but I have my doubts on both counts. I suspect the "survey" is just a superficial excuse for a sales pitch. And earlier this year there were some scammers making calls falsely claiming to be from BBC Research (a real survey company).
I just emailed the real BBC Research in Denver and they confirmed they have nothing to do with these calls. They advise everyone to report any phone calls claiming to be from BBC Research to the FTC. The web site is at https://www.ftccomplaintassistant.gov/#crnt&panel1-1
