CID shows Not Available. It could very well be portfoolio with another new number but since I didn't recognize the number and I NEVER answer a call with an ID like that, I don't know for sure.
Second call from Portfolio Recovery today. Bloody nuisances.
Question: If I record the calls from Portfolio Recovery, are the recordings governed by Portfolio Recovery's home state (Virginia for the corporate offices), or the state identified by the call prefix? (In this case, apparently Kansas.) Virginia requires one party engaged in the call to consent. I'm in California, and California law requires an announcement of the recording at the beginning of the call, but not the other party's consent.

Called California cell phone on 05-23-16 at 1807 PDT, left no message. No name on caller ID, so it was probably a scam / telemarketer call, or debt collector trying to scam someone on a zombie or nonexistent debt. Posts here identified caller as Portfolio Recovery a debt collector.
