This is Rose International. They recruit for the operations side of what used to be Countrywide (bought by Bank of America). Their jobs will all be in the processing and operations side of the Mortgage industry. They are legit, but all of their positions are temp-to-hire, as far as I know.
If you didn't get an email response, it's probably because the turnaround on filling these positions is usually about 24 hours. The position they called you about probably got filled while they were on the phone with you.

Interesting, I received the same call with the same information that you mention.  What is ironic about this is I am a former Bank of America associate and was wondering why Rose International would be calling me about a position at the bank where I just left....I am curious about this.  The person had a very heavy accent and I could barely make out his name.

I received several calls from this number (Rose International).  Most were hangups and one was a barely decipherable message about a possible opportunity.  After playing phonetag a few times because of dropped callbacks on their end, I ended up getting called from another consulting firm about the same opportunity so I went with them instead.  You have to wonder if Rose International can fill any positions while using such a ragged recruiting team.

Received call and emails from the number (636) 812-4000, contact was Kevin Rawat (African accent). Said he was offering Bank of America job for $10 an hour on a 6 month contract in Dallas. Asked if it was okay if he sent my resume to them. Told him yeah, about 1 1/2 months later he contacted me saying they reviewed it and asked if I was still interested and pay is actually $10.50. Told him yeah even though I had a higher paying position starting later that week, said he would let them know and more than likely call me back the same day. He did call back but I was busy, he called repeatedly asking me to call back to give him more info (not sure what "more info" HE needed....I think I needed more info like start time, address, etc.). I tried emailing him but his email no longer works (hmmmm). Anyway, I finally got in touch w/him 3 days later but the position was filled I guess.
Also, a few days after initial contact, he wanted to send my info to AT&T for a $15 hourly position but needed SSN so AT&T could do some kind of check. I wasn't comfortable w/that, especially since this was to a company that I didn't even apply to but they ran across my anonymous profile on CareerBuilder. He in turn emailed me a pdf of an "official" statement on AT&T letterhead stating why they needed the SSN. I looked around online and the same letter has been used by SEVERAL so called staffing agencies so I declined to even be considered for that position. I even called one of the offices here and asked one of the AT&T dispatchers if they did hiring w/Rose International...I let him know my concern w/being contacted through email and asked for my SSN. The dispatcher I spoke w/said he didn't know whether they did or didn't use Rose International, and was nice enough to give me 2 agencies' contact info that they use.

Oh, the other fishy thing about Rose International is they have offices in India.....ALL of their U.S. offices have the same number with a Missouri area code....but each U.S. city office has a fax number with an area code for the actual city they're in.
