Who called from 6612139240

I received an email from "Mr. David Shipman William." stating that he can assist in a loan. But when he called he sounded like a Nigerian and he said that he is calling from the UK.  He said that he can help me with my loan but I must first pay monies up front and I quote

" The amount you are required to pay is R6,770 for the TAX PROCESSING FEE and as soon as this payment is been made and confirmed, then your funds transfer starts urgently without any further delay. Do know that the charges will be paid into my agent banking account details right there in SOUTH AFRICA, and as soon as the payment is been made and confirmed, then your funds will be in your account within the next 8hours."

Has this happened to anyone else? The email address that he is using is "David Shipman [[email protected]]"
