This is a 'appointment setter' - a paid phone pest that buys a list of candidate phone numbers to call via his phone or computer - using a fake 'spoofed' from number.  They try to sell contractor services or solar energy installation appointments that are then sold to a local contractor/installer.  They are rude and in a hurry because they get paid by the appointment that they set up.  They are not a contractor, they have no 'program',  they have no concern for you - they are paid pests.  If you request that they remove your number from their call list, they are required by law to do so - but they either can't or don't - because you have no real chance of ever finding out who they are.

Fools keep calling but never leave messages or say anything when I answer. What is their purpose for doing that? I'm willing to speak to them if they only talk.
