Just got a call from this number (703-662-9283), but didn't pick up. The Caller ID said Tax Help Center, which immediately made me assume it was the taxes due scam. From other postings, it sounds like this was indeed the case.
Do Not Call List is a joke. These people don't even pretend to be debt collectors so they can get past the supposed block on such calls. You can send them to the FCC all day long. They don't stop anything.
