Got a call from this number today (4/26/2017) at around 11 AM. Caller ID showed up as "GREEN 1-719-280-4007". Let it roll thru to voice mail. They didn't leave any message. One strike, and you're out! Added the number to my phone's Call Block List.
These random SPAM calls are making me physically sick. If we can put a man on the moon, WHY can't you stop this?
We pay our phone bill for oUR use, not for these monsters to do their dirt.
Same crap. And when you call the number back, it does not exist. The phone companies should be penalized and fined for providing connectivity to these shady companies.

Phone companies are "common carriers".
That means they must allow everybody to use their services, unless the company is notified by law enforcement that the user is committing crimes.

However, recent FTC & FCC rulings state phone companies may allow customers to block certain unwanted calls; BUT the phone company cannot universally block a number merely because YOU complain ... however, they might give you the ability to block those calls to YOUR phone. Even better, you can protect yourself, by obtaining and using a call blocking phone, app or other device.
Do not depend on others to enforce rules or policies YOU invent! Protect yourself!
The FTC and top communications companies are meeting, to determine what they can do to stop robocalls and other illegal calls. Here is a link to a frequently updated page, showing the history and progress of their initiatives:

Caller ID said "GREEN". Message started with a "bloop" sound, then an obviously prerecorded: "Hi, I'm Steven calling from Home [call waiting beep because I was expecting a call]. How are you doing today?" Pause. Then I picked up the phone and immediately hung up so I could answer my other call. I'm blocking this number.
