This caller has called twice today. One of them came in at 7am in the morning which is a violation of California law that these kind of calls are not supposed to come in before 8am so some telephone rule was violated.

CID = Wireless Caller. Robocall sythesized voice threatening to "file lawsuit against you" It is the same tired old IRS scam. If you really think the IRS is after you for back taxes, call them at one of their published numbers. The real IRS will send you notice by certified mail. Do not fall prey to these scammers! They are probably in India or Pakistan.
It does no good to post here with rants about violations of the law. These callers are criminals and outside of any U.S. jurisdiction!
