Picked up because it was local number.  No response when I picked up.  I'm going to block.  Thanks for you're feedback everyone

They're persistent, just called back again... time to block the number

Keeps calling but never says anything then hangs up

I'm surmising from the previous comments that this is a robocall trying to have you a) verify you're human to distribute your active number to other telemarketers, and/or b) make a donation.  They have no affiliation with Law Enforcement, even if the caller ID states "Officers".  At the very least, they're a nonprofit organization that's resorting to cold calling.  Simply block it and move on.
