I received a call from this number on my cellphone while I was driving home from work at the end of a difficult week. The caller had a thick accent and the first comment I made was, "how can I help you today?" He then claimed he was from Microsoft and I knew immediately that he was going to begin his scam. I informed him he needed to get a real job instead of scamming people. He became agitated and said he was going to strip all the drivers off my computer so I couldn't access it. I immediately called him a few expletives and hung up. The phone number is definitely spoofed (originated from CA) because there is no listing for it.
