Gone for nearly 3 months, but they're back.  They leave no message.

They leave no message.  They have probably called 20 times.  They have been blocked for a long time.  They have added "011" to the start of their number to circumvent the block.

Just block that prefix by itself if your blocker allows you to do that. Some blockers allow you to block with as few as 2 digits.
