Probably India or some overseas country. The do not call list won't help, doesn't stop scammers. Ignore and block calls from strange numbers. Check here for reports on numbers that call you.

I had the same experience as another poster did: I called back (I never do, but I noticed the number looked like a cell phone number and I *was* waiting for a call from someone). The person on the other end answered and said, "Hi, may I speak to Jane?" Shocked, I said I was Jane, and he started in with the solar initiative spiel and I told him I was on the Do Not Call list and he should take my name off their list because we moved and don't own a house anymore.
So from now on, I won't answer any numbers I don't recognize, even if they do appear to be cell phone numbers.
The do not call list blocks legitimate registered companies they can't Block scammers unfortunately...I wish there was a way to stop the calls as I am sick of them as well
