I tracked down the owner of the phone number. it is indeed level 3 communications. i called them and talked to them the number was from mthe Telcove of VT phone company that was acquired by Lvl 3 comm a while back and is not a resold number. purely owned by them. they immediately requested that I REPORT this to the local POLICE department so a police report is made, and from there they will contact lvl 3 and the process will begin.
