Call blocker is your best bet. Also don't pick up on unknown numbers. Also the DNC list is meant as a guide
to law-abiding telemarketers. It will not stop outright criminals. Many of these calls are intitiated by hardcore scammer/extortionists in India and Pakistan. They cannot be stopped. They can be blocked.
