to law-abiding telemarketers. It will not stop outright criminals. Many of these calls are intitiated by hardcore scammer/extortionists in India and Pakistan. They cannot be stopped. They can be blocked.

Do you even understand how the DNC list actually works? It is not a magic call blocker and requires those who are supposed to screen it before calling to a) register with the FTC; b) purchase the relevant lists; and, c) actually check against the list before calling. Now why would a criminal bother with all that? Besides, this and the other numbers you posted are bogus. No number anywhere in the North American Calling Plan areas can have an exchange number that begins with "1".
