Scam artists. I'd been getting daily, almost hourly calls from these people - same recorded message, but different phone numbers.
What I figured out:
#1 If you don't recognize the number on your phone, DO NOT ANSWER. Answering lets them know it's an open line.
#2 Ignore the call as fast as you can. If it's a real person who actually knows you, they'll leave a message. If their calls are always ignored quickly, they'll slowly stop calling.
#3 Report each and every number that calls at DoNotCall.gov so that the FTC can build up a case to shut these people down.
#4 Your service provider will probably block a certain number of phone numbers for free. Sprint has 50.
They called me, I told them I was 14 and my mother was in the bathroom. They asked that I go to her purse and get her Visa (which she has) and read the numbers on the back to them. I told them I was a cripple and could not walk. They hung up. [***].

Just got a call today about lower my interest rate on my credit card and to press 1. Then I pressed 1 and felt that the "caller" was in a phone bank in India/Pakistan from the accent and the noise. He mentioned that this was regarding my credit card from Citibank or Chase Bank. I stated that this was interesting, that I have no credit cards from either bank and to close the account immediately. They hung up and had a busy phone dial when I tried to call back.
I called & emailed my bank about this phone # and the call.
