It makes no difference if they are dialing your number by mistake or you actually owe money, you can collect up to $1,000 by fed. law plus any actual damage under federal law (the Fair Debt. Collection Practices Act).
Do Not Call list does not apply to collection companies.
Other sites have reported this as CAPITOL RECOVERY ASSOCIATES COLLECTIONS (CRA), a debt collection company. If you have a collection company harassing you with repeated calls (especially with an automated dialer), failing to identify themselves, or at odd times of the day, etc., they are in violation of the Fair Debt. Collection Practices Act.
These people (CRA) keep calling me about a debt that I settled 3 years ago. The are calling from more the following numbers 864-649-9008, 864-644-1034, 757-336-8012, 757-271-1043, 505-216-0771, 713-429-4169. If you answer these calls you will be harrassed and they will lie and say you entered into an agreement with them whenn you haven't. Unless this shows on my credit report these people will never hear my voice answer on the other end.
Also remember if they you do answer you have the right to request in written original documentation from the original creditor. If they can't and won't provide it then it is not a legitimate debt.
So, this is CRA; they are junk debt collectors. They try to collect supposed debt that is many years or even decades old. The sort of debt for the which the SOL has passed and there is no way to obtain a judgment in court.
Reports on the net are that they lie like crazy and are very abusive. One of their favorite tactics is to threaten to send a 1099-C to the IRS, but there is no evidence that they have ever done so - and they probably don't have the authority to do so. Making false legal threats like this is illegal, but they continue to do it anyway.
CRA has only one goal; to convince you to give a credit card or bank account number to them. If you ask for any sort of documentation; they will dance around your request or say they have already sent it; but reports on the net are that they are phone-only collectors; they don't send paperwork of any kind.
Also, they will say that they aren't debt collectors. They have been sued and lost for not having license to collect debt in some states (check the AZ decision online).
They use a pool of hundreds of numbers for caller ID. They will keep calling and calling until they decide to stop. The first question they usually ask is to firmly and repeatedly ask you to identify yourself; even while refusing to identify themselves. They best way to handle them is to give them another name, and insist that the name they are asking for is not at this number. They can't discuss anything further if they don't verify identity. It is also fun to tell them you are recording the call, or that you only are convinced of debts that are found valid by judgment in a court of law; and that nothing else will convince you.
