Didn't recognize number, rejected call, left no message. . . . on my cell phone.

Ask for Richard I said there's no Richard here they said would be no message they would call back later

Called, but did not leave a message... I don't answer any number which I do not recognize. If someone needs to get I touch with me, they would either leave a message... Otherwise, they know how to contact me.

They have called me once a week for months, always asking in a robotic voice "Hello, is Ryan there?" over and over until I hang up.

How many times will you allow them to call before you obtain a call blocker?  Google (or your favorite search engine) is your friend.
