This Franklin character always answers the phone with the phrase "he's Mr Franklin of Chief Hollingsworth's office" . He does this to imply he's with some law enforcement agency or another. He's fooling no one. He doesn't realize it, but he's got a very distinctive low, southern drawl to his voice. Which someone might recognize. Someone ought to record one of his spiels and put it up on youtube.
