Called me about 8pm July 09, 2012 in Ontario, Canada on home line. Didn't answer, no message was left.

These are scammers doing ILLEGAL things. They are generally in another country (India, Philippines, U.S.) and couldn't possibly care about any phone list. It's irrelevant, so there's no point wasting your time whining about it because it has nothing to do with this.
You can't stop con artists all over the world from calling various phone numbers. It simply isn't possible. Just like you could pick up your own phone and dial any number you feel like right now, so can they.
If you don't recognize a number, don't answer. If you are a business, make sure you educate your employees to NEVER give out ANY information about anyone or anything unless you know exactly who the caller is. Even then they should be passing vital calls to a manager or owner.
Of course call blocking through your phone service is an option, but these thieves change phone numbers often. You could block incoming overseas numbers, that might help.
The best we can do is keep each other informed on sites like this. Please keep commenting and adding info! Thanks to all of you who do.

or unwanted sources. I wish they would get a life and leave decent people ALONE!!!!!!!!!!!
