Who called from 9713730141

Phone message wanted to lower my credit card rates. I pressed "1" to talk to someone.  Connected to someone who with an American accent, but sounded like a 5th grade education.  Background noise sounded like a typical bull pen.

Got the call from dummy, they hung up.

just got the call. i said "hello," and they hung up.

I just got the recorded message on my cell phone and hung up when they said "there is nothing wrong". My cell is on the do not call list.

I am listed on the 'Do Not Call' List.  How are these people able to find my home phone number and cell phone number?  Is there anyway to get them to stop?
