I called this number back and got a recording to save on my phone service (press 1) or to be added to the "Do Not Call List", (press 2). I went through the procedure and have not had a return call...   Yet!

Spectrum VOIP phone services. Press 2 to be added to do not call list. Type your number. Say "remove" and hang up.

That's why god made iPhones BLOCK IT!

Just got a call from some a**hole from this same Spectrum company who hung up on me. I would urge folks in texas to add themselves to the Texas do not call list. It takes 60 days from adding your number for calls to stop. If they continue then file a complaint against them through the same website. Here is the Texas NO CALL website. https://www.texasnocall.com. Also I highly suggest you do the national registry as well. https://www.donotcall.gov
