i heard a fraction of the message saying  something about lowering my interest rate.  i went ahead and connected to the representative and said, "this is dr d.  i have no idea what this company is that called me."  they immediately hung up

These are identity thieves.  Never give them anything.  If you want to string them along, give them the mailing address of your local police department.

Naw, it's not Italy calling, ruining your memorial day holiday. They just want to know about your current credit card interest rate.
