This seems to be part of a relatively new scam or a variation of an existing one, at least to our household and the general area from what we could tell -- it began two days ago when the first of two calls came in with the second call as a "follow-up call" this afternoon in conjunction with that first one.  My wife fielded the first call which was ID'd from a different area code, but with a "555-" exchange prefix -- the fastest way for anyone to instantly know that the telephone number and identity of that call has been spoofed.  Today the ID listed their second call as being from "STARNET PAET" with "973 796-3910" -- also spoofed but I answered that call anyway.   The first and second caller had identified themselves by a specific company name that my wife had since investigated on the internet and filled me in on the details.  That first caller claimed that they are, "doing work in the neighborhood" and as an "off-season special" would provide their work at a "steep discount".  Hardly a new approach when someone is contacting you by telephone to offer cheaper goods or services, especially during mealtimes. Fraud?  Who-da-thunk-it?  The industry they claimed to represent is now at the absolute height of seasonal demand, so their "off-season" assertion further undermined their legitimacy, but perhaps not as much to the elderly of our population.  This company (which we will not name) is so deep in trouble with fraud that by their own admission, they literally could not fully cooperate with the government because they (i.e. the company) were unable to determine which calls came from within their company and those that were apparently believed to be from others outside PRETENDING to represent their company.  That's a twist -- scam artists impersonating a genuinely fraudulent enterprise?  Sort an oxymoron if to be believed at all.  (Hence our reason to withhold the name we were given -- not knowing which offenders are actually involved.)  They have tons of litigation pending against them -- including our Pennsylvania AG's office  -- and the allegations are astounding to say the least -- ranging from the basic federal do not call registry violations with fines of $1000 per call -- but get this -- with fraud particularly against people known to be "at and above the age of 60" (using their phraseology)  -- the most vulnerable in society with a $3000 fine per incident.  They face a magnitude of fines when you consider the boiler-room volume involved per person, per minute, per hour, per day, etc.  Today's call was "to firm-up an appointment time" with the same company (despite the fact that my wife had quickly ended that first call with no interest yet alone to be rehashed in any possible way that might lead up to any conceivable "appointment"),  but I told the caller their fraud was too obvious and it would be call-traced to the unlawful call center, then hung-up the phone. It took only minutes to confirm that the call was SUCCESSFULLY traced for the bargain rate of $1.00 -- even though the pertinent details are only furnished to law enforcement officials.  Consider how easy it is to fall trap to a scam like this one -- then, what, to find out that you or someone else in your household invited the crime to your front door and to make it even worse, chose the appointment time for the confrontation?     PLEASE NOTE FOR YOUR PERSONAL SAFETY:  Telephone scams have been getting more complex and sophisticated over time -- and many will attempt to build layer after layer of personalized calls to establish trust, in a situation where at best that trust is only one-way and from the wrong direction, with nothing but horrible results lurking around the corner.  For heaven's sake, just because someone calls and asks for or greets you by name, do not assume that their ploy of using familiarization in of itself is the basis for anything even close to that of legitimacy.  Remember that confidence scams are elaborately constructed to build your confidence in them.  Tell most human beings what they want to hear and the hook is firmly set.   Most scams are as we have known for a long time, specifically designed to get to our credit cards by any means (usually involving computers, prize winning "free" vacations, solar panels, ad nauseum.) -- but now they are moving in the direction of PERSONAL CONFRONTATION in order to get whatever they demand in person -- in a situation where there is no casual avoidance by simply ignoring or hanging up a telephone.  Our local police department has been advised and was also able to CONFIRM that we are not the only people who have been called in the past few days to report their concerns about this current but-yet-to-be-named-scam.  Our police have a growing list and the demographics -- are working along with state and federal authorities -- and have stepped up from their usual coverage to establish an intensified presence.  It is essential to stay current, advise family, friends, neighbors, especially the elderly among us and most certainly your local police.  We do not know if people visiting these venues stop only to confirm problems or to actually read individual complaints -- (as we do to learn, because nothing about this is remotely fun or entertaining) -- and yes they are oft times as in this case as wordy as they are meant to be helpful with step-by-step detailed explanation -- and not from people who just like to write -- it is with the hope it will not only help prevent fraud but now as it appears to save lives -- what an inspirational social commentary of our time in civilization.   ALSO, bear in mind that these scam artists undoubtedly have equal access to these complaint sites if they wish to hone their skills, modify their approach or falsely report an issue as benign, but remember folks, it will always add up the same regardless of alterations.  My lasting hope is that there simply must be an extraordinarily fiery place in the depths of Hades reserved for these characters.  NEVER DISCLOSE ANY SPECIFIC PERSONAL DETAILS THAT COULD HELP THEM IDENTIFY YOU NOR ANYONE ELSE -- AND ALWAYS WITHHOLD COMMON SENSE INFORMATION WHETHER HERE, BY TELEPHONE OR IN PERSON WITH PEOPLE YOU DO NOT KNOW.
