It is illegal to use RDD (random-digit-dialing) with cell phones, however your number is basically available from anywhere you may have input it. Also, "do not call" lists do NOT apply to marketing research so if you're being called for a "survey" then they are unfortunately well within their rights to contact you. Just ignore or tell them you will not participate.
Just got a call from this number. If I don't recognize it then I do not answer. Now, thanks to the answers on this site from other people being cell-phone harrassed, I know I will NEVER answer this call.

Their phone privileges should be revoked! Shame on them! I do have the ability to block them from calling my cell phone. AND HOW DO THEY GET OUR CELL PHONE NUMBERS? I do not give out my cell number to any company, including Facebook or Google. Except I do have an Android phone.... The companies selling our numbers should be slapped with penalties and fines, that would stop the practice.
