These people are foul mouthed pricks. For four months I have begged them to discontinue calling, over a period of 4 months  Recently, the foul language came flowing from their mouths. Since blocking them seemed not to work, I approached it from a different angle. I recorded the profanity laced conversations, filed an FTC complaint,  with the audios attached and  then, began calling their number on my phone's auto dial. By keeping their numbers constantly busy, they make no money. Every time they answered "Canadian Pharmacy, how may I help you" my reply was constantly the same, "you can stop calling my home and using foul language at me." Over and over, and over,,, over the course of about 30 minutes, cutting into their bottom line. The phone calls have stopped, for now.

1st and foremost, yes it is illegal to use profanity over the phone. There was (and still may be a hole where it was argued that when it was a VOIP or Voice over IP call, that the government or the brand of the U.S. Government, the Federal Trade Commission was out of its jurisdiction regarding telecommunications and communication that did not happen over standard hard lines but rather they happened over the internet. (I am not at my desk or I would show a few "VS" court decisions. This was long while back. I've been to court many times for many reasons including using profanity over the phone. Trying my best to keep this short and (I'd like to add that I receive calls from these idiots or I wouldn't be on this site and I'd probably but the guy's teeth to the back of his throat if I saw the person in front of me if that gives any indication of how angry they make me as well). But back to the "reason" why I've been in court so much... I have been in the credit and collections industry before owning another company for 18 years and left the retail side, going into a completely different field though it was still obtaining monies for my clients (Commercial Debt Recovery) not to be confused with a bill collector and a corporate Visa or Amex. It was Corporations that would extend other corporations credit lines for product on, say a net 30 or 60 agreement, sometimes offering incentives such as 2% 10 net 30 etc etc. I had over 80 Major Metro Newsgroups/Newspapers as clients as an owner for a small Comm Coll Agency in La Jolla CA and was a section member passing the test of the commercial law league. Sorry to get off onto a seemingly non related tangent but it is not actually. I spent many days in courtrooms after I had exhausted all efforts and still didn't obtain my clients due monies. After a thorough assett and liability investigation to deem a debtor company as "suit worthy" I'd have a process server (always picked the loud ones that served in front of all their employees) over at the business in a matter of 48 hours. MANY times though, I could get them to CURSE/USE PROFANITY over the phone and in AZ where I ended up finishing this career after burning out, AZ is a ONE PARTY STATE. Meaning ONE party needs to be aware that there is a recording going on to make it a legal submissions to the courts or FTC if they were involved (which they were in my business 90% of the time). Here's the fun part. That ONE PERSON could be ME, meaning only I had to know that the phone call was being recorded to make it legal to submit to the courts. HOWEVER, the catch to that, AND if you live in a ONE PARTY STATE, was that I HAD TO MAKE THE PHONE CALL. I HAD TO INITIATE THE CALL. I could NOT record the conversation to be used legally against the debtor or perpetrator in court if they had called me! Not unless I informed them before the conversation began and they verbally agreed that they knew I was recording. STUPID law! FRUSTRATING AT TIMES, But you soon learn all the tricks like "I've got a really bad connection, what number can I dial to reach you immediately?" etc etc. At which the tables are turned and I've now complied with the FTC's conditions regarding that recording and submission of a phone call between two parties.
IF these people use profanity, it would be in your best interest to call them back so you have initiated the conversation if you are to record them despite it being illegal to curse over the phone. Also, VOIP or any type of over the internet call was something new at the time I was leaving the industry. Check into whether or not the FTC has jurisdiction over that now days. They did NOT at the time I dealt with it. Unfortunately as well, filing complaints with the FTC almost always (and I am sorry to say this but it is true) fall on deaf ears. Even the National Do Not Call List created by the same branch (The Federal Trade Commission) has so many complaints by those who have filed against companies that break that law because they (the folks that file) often, almost always do not get responses back from the FTC. It's very frustrating. You can ALWAYS sue yourself. And you CAN do it for cheap if it's a simple violation like the use of profanity over the line. I just unfortunately think it may be next to impossible to stop them due to the reasons I've cited then ADDITIONALLY you are talking about international law because it's OUTSIDE the U.S. (if you're in the U.S.). They wouldn't be doing this if they weren't able to get away with it. I've had their calls sporadically at most for several years now. Sorry for the super inundated book written here but I wanted to cite my reasoning and experience both from being a frustrated recipient and from going to court on similar issues 103 times during the time I owned my firm in San Diego County.
