I've found that the only way to fight the scum that ignore the NDNCR is to fight back. With these CC interest-lowering folks, I like to play along, taking time to go find my card, then s l o w l y read my (completely bogus, of course, but written down so I can repeat...) CC information to them. When the card comes back invalid, repeat, but change 1 number. Repeat as necessary - bonus points if you get in a mention of the NDNCR before they hang up. Be prepared for some nastiness, though - I had a fellow call me a "M-F-er" ( I think they teach them this word in the Bangalor Tele-scum Training School). I said: "Yes you're right...how IS your Mother? Please tell her it was the best 25 Rupees I spent that night..." Then he hung up...
Get a call blocker device? No. Its not up to us to pay for a call blocker device to stop criminals. Its up to the FTC and FCC to require the phone and internet companies to stop profiting from these law breakers and to prevent these calls from coming through in the first place. Neither the FTC nor the FCC are doing their jobs and their executives should be fired.

Show me ANY documentation that requires the FTC or FCC to protect your phone from criminals. OR, would you want Big Brother to monitor all your calls? What would you pay for that?
It would be a LOT less expensive for you to pay a few bucks for an effective phone blocker, and choose which calls you want to receive.
Using that line of reasoning I am guessing that you also believe that it is up to the government to provide your house with 24/7/365 protection from burglars. I mean after all it isn't up to you to pay for locks or an alarm for the house right?
