There is a fairly common IRS or "tax scam" being practiced by scammers on both Canadian and USA residents.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.

I received this irs call on 12/8/2014 around 12:15. Indian guy said I owed irs tax. I told him I paid all my taxes. He said I get sued by did not acting for irs letter being returned to irs. I asked him what my name and address. He give me name is not my legal name and 7 years ago old address. Then he told me I would be arrest within 1 hour and hanged up. What a joke! Everyone. Be careful. Don't give any one your information over the phone!!!!
I was getting a few calls from the number 202-239-0287, but was ignoring them.
Eventually, a few days ago I decided to find out who is calling me. A low key voice with good English, but with either Latino or Indian accent, even lower key “smeared” not understandable name, was telling me something that he is from IRS, something about Court, and that I can be put in condemned, etc. I said that I can’t understand anything, and asked to send me everything on paper. And I hung up. He called me back and left a message to call him ASAP. I never did…
Had a voice mail from a woman with an Indian accent. She said that it was the IRS and that if I didn't call back she couldn't protect me from what would come next.
