You are exactly right. The first number in the 3 digit pre-fix after the area code must be between 2 and nine. It can't be a zero. I did a reverse search and it no results, invalid number.
The person in question is talk about the first three numbers that follow the area code known as the prefix. In this case the prefix is 024 and that makes the number invalid.
You are absolutely correct. Those digits just after the area code used to be called the exchange number. If you are calling numbers in a local area, you usually do not have to dial the area code. If you do have to use the area code, you usually have to 1st dial a "1" or a "0". "0" is very unusual any more but it was used for collect calls. Since the telephone system doesn't know if the 1st digit is the 1st digit of the exchange or a digit before an area code, "0" or "1" are not allowed as the 1st digit of the exchange.
This number has been calling everyday, twice a day for almost a week. Only one message "Hi this is Jonathon Tyler, how are you today?" then hangs up. I don't know if it is a coincidence or not but I recently applied for life insurance through Select Quote. Then started getting calls these calls as well as car insurance calls. Coincidence?????
