WTF??? These crooks have been operating for many years. The phone companies can't stop them? Then we have a national security problem. The FCC can't stop them? Then were wasting Hundreds of millions of $s. Is there some fine print in Bank Of America that allows them to be legal? If so then their use of foul language should fine them out of business.

Do Not call list is purchased by good & Bad customers. Most companies will remove you from their databank. These people will not. They use this government list as a perfect Call List! All good numbers owned by people! Numbers are spoofed anyone can make their number appear as someone elses, look there are Aps available for that, Give the numbers to the Government but They Can't Do Anything About these companies because even if they can trace a number these people are not even in the country! Get yourself a good cordless phone like Panasonic that can block thousands of number, you will need it!
If DNC lists can be purchased by ANYONE including fraudulent scamsters, we ALL need to contact our U.S. Representatives & Senators and demand legislation to STOP that practice. Proof of legitimate business--registration, copies of tax forms filed, etc.--should be required prior to providing bonafide phone numbers. FTC needs to charge a substantial fee for lists of good phone numbers. ALL FEES for purchased lists should be used to fight harrassment by telephone!
If we ALL contact Senate & Congressional Representatives, there may be hope for this growing nuisance to be contained! CALL YOUR LEGISLATORS!
