I answered before I checked this website. It was a computer voice that just said "goodbye". I thought it was funny. Now I know not to answer this call.

Wasting their time is actually a good idea. Do it all the time. Have had some of them rant and swear at me for 5-10 minutes, especially the ones from India. Think of all the calls they didn't answer in that time. Sometimes I just put the phone down and let them rant.
These are tele-scammers of the highest (or lowest) order. [***], scum of the earth. Only slightly lower on the food chain than the authorities that permit this invasive harassment and fraud. Lowering the credit card rate is the in they use to attain your cc account number, then it's bye bye identity forever. Sophisticated, well-connected, very organized, and relentless scammers. I suspect they are linked with no-name cell phones, as the same scam comes up on caller ID with either a city name from any town in the country, or "Cell Phone" or "Survey" or "Business Services" or any host of other deceptive categories. Somehow, they know your name and address of your land line, so don't get too cute stringing them along.
