Got a call on 7/31 - caller said they were the 911 service, had received a hangup call from my cell, and wanted to check whether there was an emergency.

I hate it when people don't leave a message.  Who is this person?

this is an outcall line for City of Seattle. It could be anyone who is contacting you from a tax collecter, 911 operator, human resources department, or even a wrong number.

This is a phone number the City of Seattle used to call me asking me to show up as a witness for a court case.

I just received a call from this number.  Let no message.
