Called AT&T to complain. It is not thier number. They suggested I file a complaint with www.puc.state.tx.us the Texas Public Utilities Commission. They ahve a neat on line complaint form to fill in and tell them about this type of call.
This is an auto dialer since it hit both my unlisted numbers. I suggest everyone complain to the PUC.

It's probably an auto-dialer verifying working phone numbers.
Obviously, the caller-id number is fake.
Not much you can do other than to ignore subsequent calls.
